Purchasing a Crew

I know that the question of upgrading a crew has been asked many times, and I have seen a lot of great house rules to fix the problem.

That being said, I like to stick to rules-as-written, and I was wondering if anyone had interpreted the rules or found some way that a crew could be upgraded or purchased in the situation of a new ship. I am not looking for roleplaying ideas or tips, just the mechanics to stick onto the roleplaying encounters, which would involve finding the suitable population, interactions, etc.

My first thought was to use the Men of Quality sidebar on page 126, which gives a pretty straightforward guide on acquisition modifiers for various skill levels. However, in the event of purchasing a crew for a starship, I was wondering if this framework was usable and if so, what other acquisition modifiers factor into the roll.

I had also thought of using the ship component purchasing acquisition in the core rulebook, as the crew is part of the ship and kind of has a SP value based on the ability to upgrade it in the beginning.

By the way, I am aware of the other methods to provide bonuses to your crew rating. However, it seems ridiculous if the only way to get a Crack or Veteran crew was to spend SP in the beginning ship creation process, and if a rogue trader who owned a fleet of starships and several planets could not get an elite crew for his personal ship.

So would you suggest for a crew upgrade, simply using the men of quality modifier and the -30 scale modifier (as all crews will surely be over 10,000 members)?
