Moving Rebel Base from a system with Imperial ships

I've searched in the forums by I didn't found this question...

If the Imperial player enters a system with only space units, the Rebel player don't have to tell if the Rebel base is that location, even if it is.. But, if the Rebel player plays Rapid Mobilization, decides at the end of command phase to move the Rebel base due to the threat of Imperial Fleet... due to this, Ships and ground units in the Rebel base space are moved to the system where the rebel base was... and then there are imperial and rebel units in the same theater... Does a battle begin right in this moment although is the end of command phase? Can players add a availabe leader to the fight?

I would play that a battle does occur right away. I would allow the Imperial to add a character to the space as usual. Of course, they may very well not have one.

I'm not 100% sure as I don't have the rules and cards in front of me, but, I believe this is a timing issue. Rapid mobilization occurs AFTER the command phase, which is where combat occurs. So, there would be no combat.

I disagree, combat would occur but AFTER the base has been moved.

You would draw your cards, pick a new base, put that in the probe slot, give the other player the old card and place the units in the old system, then resolve your combat.

Combat would incur as it is STILL the Command phase. Rapid Mobilization happens at the end (meaning last action) of the Command Phase according to the card. The Refresh Phase does not start until all elements of Rapid Mobilization have been resolved.
