Great idea. I do think the main weaknesses will be card draw and early game defense. You can use resourceful to handle income. Derndingle is an amazing defender until you get golden shield. Herugrim for Eowyn. Ohuh Gandalf is always a possibility with such low starting threat.

Thanks for the suggestions. I hadn't considered Gandalf because of his cost, and only starting with two heroes, but I suppose that the game could go long enough that with resourceful he'd be affordable.
Early game defence will be problematic, so hopefully the low starting threat will prevent the need to engage too many enemies early on, unless I'm set for them. Some feints may help in that regard, too, if an early engagement is unavoidable.
Derndingle's definitely a good candidate, though he enters play exhausted and earliest i'd be able to get him down would be round 2, so round 3 before he was available.
I was considering Foe Hammer and Ancient Mathom for card draw, though obviously they're both situational (unless i'm forgetting a better option in spirit/tactics?).

This is very much a first draft, and needs a lot of revision. So far i've playtested it against Journey Down the Anduin, Into the Pit, Massing at Osgiliath, and Treachery of Rhuadaur, and it's beaten each quest. I've not tried it against any saga quests, as it relies on two heroes to make Strider work, so the extra fellowship hero somewhat undermines the strategy.
So far it's pretty fun to play, but suprisingly i've found myself with a lot of resources to spare by the mid to late game, despite only having two heroes, once resourceful gets going. I'd been aiming at low cost cards to balance the reduced resources, but i may re-evaluate some of them.

I was initially aiming for low cost cards, as I thought that two heroes would mean few resources to spend. However, with low costs and resourceful, I've found myself with quite a resource surplus in every game.
I'm looking at adding Unexpected Courage, and more copies of Herugrim, so that Eowyn can handle questing, defence and combat in the mid to late game. I'm also considering removing some of the cheap but weaker allies for Treebeard and Saruman, for some more powerful allies. And with a reliance on specific cards, I'll throw in a copy of Gather Information.
Undecided what to cut, though.
