So when talking about cloaking devices remember how I said Imperials were the Romulans with the best cloak and pop up in and out of cloak and attacks. Scum were the Klingons they only cloak to get into an attack position then they pop out and keep shooting till they or their target is dead, and the Rebels were the Federation which because of a good guy plot they can't have cloaking device so they rely on shield regeneration instead.
Well now the Rebels can have one ship that can have a illicit cloaking device.
Come to think of it the Federation could also have one ship with a cloaking device (not counting both of the Enterprises and Pegasus because all those had to have the device taken off the ship.)
