it is only allowed to attack one area with a oder token. But is it allowed to attack an area with creatures in it and attack also a area with only a base in it, too at the same time.

Unless there is some errata that I am unaware of (I don't want to check because opening the PDFs in Firefox is incredibly slow right now), the rules for the mobilize order state that you can only move into one enemy area with a mobilize order, and elsewhere "enemy area" is defined as any area containing one or more units or bases controlled by another player. Thus, it would be impossible to both attack units and move into an area containing an enemy base with the same mobilize order.
