Ok so how many new villain and ally packs will I need?

Ok so how many Star Wars: Imperial Assault - Captain Terro Villain Packs and how many Star Wars: Imperial Assault - Alliance Rangers Ally Packs will I need? 3 villain and 2 ally?

For skirmish or campaign? A full playset allowed by the rules or just what you'll use realistically?

A full play set allowed by the rules.

I also like to paint a set of elites and standards.

If you go for maximum skirmish, I think 3 Captain Terro villain packs for Captain Terro and two Dewback Riders, and 6 Alliance Rangers ally packs (to get to paint two elite groups and 4 regular groups with different colors, elites 12pt, regulars 9.)

Edit3: For the campaign 2 Captain Terro packs and two Alliance Rangers (to have both elite and regular).

Edit4: Although I doubt you can by the rules as written win Alliance Rangers as allies twice to be able to use the elite versions in the campaign.

A full play set allowed by the rules.

For campaign, most likely 2 Terros/Dewbacks and 1 Rangers.

For skirmish, 3 Terros/Dewbacks and 4 Rangers, or 6 Rangers like A1bert said if you really want to have separate regular and elite sets.

For those that have only elite, it's 2 packs.

Weiss and the dewpack are 3 packs

1x each unique character

1x Bantha

1x Stormtroopers (only for the agenda cards)

2x each non-unique Villain pack, unless noted above

1x each non-unique Ally pack (2x if you want separate elite and regular sets)

1x each boxed expansion

1x core set (a bit obvious)

For a full playset of Skirmish, you need:

1x each unique character (with the exception of 2x Weiss if you want to glue down the swappable parts)

2x Bantha

3x Terro

2x Stormtroopers (3x if separate elites and regulars) or 1x Stormtroopers for the cards if you buy multiple core sets, or 0 if you don't care about the cards and buy multiple core sets

6x Hired Guns

5x Rebel Troopers (6x if separate elites and regulars)

6x Rebel Saboteurs

4x Wookie Warriors (6x if separate elites and regulars)

6x Echo Base Troopers

6x ISB Infiltrators

6x Alliance Smuggler

4x Alliance Rangers (6x if separate elites and regulars)

3x Twin Shadows

3x Return to Hoth

3x Bespin Gambit

?x Jabba's Realm (most probably 3x)

4x Core Set (though you'd be getting the third for just a handful of figs and only if separating elites and regulars or for cards if you don't, and the fourth just for a couple of cards)

FWIW, I do the first (campaign) list myself and I don't feel like I'm hamstrung for skirmish, realistically I don't play stuff that needs more figs than that. Though occasionally I do have to borrow a card or two for a particularly wonky build, I don't have any problem with that.

Frankly, the second list is just vastly excessive in my book, but hey, whatever floats your boat.

You couldn't even have 4 regular rangers and 2 elites points wise (60 points). The most you could ever field with current rules would be 4 sets (2R + 2E, 3R + 1E, or 4R), so there's no point in getting 6.

This is why they said 4 (6 if you want elites painted differently)...

Realistically you'll never make a 4 ranger army ever. 2 is more than enough, realistically 1 is all you'll ever want.

Does Captain Terro come with alternate trooper/weapons to differentiate?

If you want all figures in the campaign, you need two copies of Echo Base Troopers for a particular side mission. Though since its only one side mission, I will be using the tokens for one of them if the Rebels want to take theirs with as Allies.

Yes, FFG has indicated that it's something like the AT-ST, so I assume you can configure the Dewback to be ridden either by Captain Terro or a generic (flamethrower?) trooper.

So, will I need 2 or 3? Im mostly in it for the painting and occasional game against the wife.

You will probably need 1 Captain Terro pack like me. The Jabba's Realm box should come with tokens if it follows the previous boxes, so you can use those if you ever need to have two at the same time.

An organized play skirmish player would be a different thing.

I'd say one would be plenty in that case. I'll be getting two and possibly a third if triple dewback ends up being a thing in skirmish. But I was dropped a lot when I was little.
