Where are you seeing that? That's not the wording on the EPT.
I actually think Palob's a fan of this. Costs him nothing and lets him horde his tokens for defense reasons, not to mention that even though you can't actually deal the crit, you can potentially benefit from it twice when using TLTs.
Ten Numb possibly playable? Probably not, but it doesn't hurt. Kath Scarlet and Bossk are salivating a bit.
It's a pretty respectable card.

A Score to Settle
During setup, before the "Place Forces" step, choose 1 enemy ship and assign the "A Debt to Pay" Condition card to it.
When attacking a ship that has the "A Debt to Pay" Condition card, you may change 1 [EYEBALL] result to a [CRIT] result
You can kind of see the condition card in the spread as well. This is what I can make out:
'When ...
has the ...
Upgrade ...
1 [EYEBALL] ..'
I'm guessing that the ship with the condition might get some sort of bonus as well which would justify this being a 0 point EPT.

Yeah, the upgrade references the condition and the condition appears to reference an upgrade. I'm guessing you are picking a ship that you are getting modifiers against that will get modifiers against you in return.
