Given that the article has it with wings splayed - that would suggest they do move.

That's a Decimator/Ghost box.
Interestingly the Quadjumper and Sabine's TIE are both in standard expansion blisters, I'd expected the Quadjumper to have a medium blister like the K/Punisher/Mist Hunter, so despite the card count it's still a $15 expansion.
