It'll be this. Scum Aces wasn't in the pipe as of a about three months back if I remember the interview correctly and they have a fairly long development cycle. They've talked about knowing a lot about Rogue One though so stuff certainly exists for it.

I would prefer your outline and I agree it feels too soon for a new core. However, they surely have the Rogue One ships in development early enough to get them out on Force Friday, and the only way to sell ships on Force Friday (i.e. big box stores), is to release a complete gaming experience -- not an expansion. That makes a core set seem likely to me.
