The missing card is either a Mindprobe or a Force Throw.

If you want max dice of starter only cards you will need a second Rey starter no matter what .

If you will need a second Kylo starter depends on the card distribution of Mindprobe and Force Throw.

If Kylo's deck contains a Force Throw you will need a second Kylo starter. If it contains 2 Mindprobes you will not need a second Kylo starter.

You will miss either a Finn die and a Force Throw die or a Finn die and a Mindprobe die.

If FFG distribution of LCG starters told me anything iw ould assume you will need both starters twice.

Hmm, Kylo starter box says that the last card/dice is Immobilize.

EDIT: Yep, that's right, look at the pictures from TC. All 9 dice are there.
