Haven't seen one pop up, was wondering what the restrictions on moving it were, if there are any

It's an action. You choose a quadrant at the start of the game when you place the ship in the play area. You can move it to any quadrant from any quadrant. You can point it forward (overlapping with your primary arc) if you want.

The Caster only has two arcs. As long as you mean one of those arcs AND it's not specifying a particular kind of arc, then the answer is yes.

If I'm understanding the text correctly, they would not.
The reasoning for that lines on the ship card are described as "quadrants." When you rotate the pointer to a quadrant, that quadrant becomes the active mobile firing arc.

The way I'm reading it is that at the start of the game you choose a quadrant. That will remain your quadrant unless you want to change it during the game when you have to use your action to do so. Primary weapons can fire from either the primary arc or any of the mobile arcs as long as the mobile arc is selected. Secondary weapons must use the primary firing arc as normal.

I have no idea why, but for some reason I thought that rotating the mobile firing arc as an action (or through the Gyros) would allow you to rotate the mobile arc by 90 degrees, effectively letting you move it from the current position to one adjacent quadrant. I thought that trying to anticipate where you would need your mobile firing arc was one of the decisions they were talking about.
This is way easier to use than I'd guessed. Good times.

Seems like it does still require some amount of decision making. The only times you can swivel it at all are in the activation phase and at the start of the end phase. So either you have to point it at someone that has moved, or guess where they will be after you move.

Actually you get to swivel it at the start of the combat phase. So...you just set it to wherever your opponent is. You know, with the Gyro dealie.
Might wanna check that card again hombre.

No Card as I suspect the rules for it will be in the big insert that should come with larger boxes.
