That's one way to approach things while maintaining your theme... I think once I did a lookup on ISD-Is that were used in both Vaders Fleet and Thrawn's Fleet, so they certainly apply... I mean, Devestator was an ISD-I after all..... But its not neccessarily needed, as you can tweak things around to make them work...

Don't be frivolous with Upgrades, give every upgrade a purpose.
A Wave of Bombers will put the hurt on... But we are limited, mechanically what we can do in order to form it to a theme, after all... It would be wonderful to have Intel on something other than a "Scummy" Jumpmaster, but that's where that rule is, and that's where we've got to deal with it if we want to use it... And we Should want to use it.
TIE Bombers have the hull to ignore an enemy's attack, so long as they just keep shooting ships... And Intel is the only way to do it at this point... The only other solution is attempting to aggressively clear the enemy scene of fighters... Which you could theoretically attempt to do with masses of TIE Fighters and Interceptors, but it has its own drawbacks... Thematic, possibly... So keep it as a possibility...
But you are correct in an overall - you cannot neglect the role of the Imperial Star Destroyer as a Combat Carrier... The Empire used the ISD because it does everything... If its not doing everything, then you're missing something ![]()
