How do you make or develop your Nemesis characters?

Personally, I think the Brawn of 4 is excessive. Given who her brother appears to be, no one that I know of in that family was ever particularly physically strong. I’d knock Brawn down to 2, or maybe 3. If you want her to be tough to kill, you could add ranks of Durable to increase her Soak, and increase her skills to compensate for doing less damage in hand-to-hand combat.

There are story reasons why she has to be physically strong and a good soldier. Clone reasons and such... And she is the sister of the hired gun mercinary soldier pc .

I based the build on the inquisitor rules. The characteristics, the wound and strain tresholds are from the inquisitor rules.

The skills are what fits the character and the talents and force powers too.

It looks fair but remember what I said about entrances and escape. You may want to add some ranks in stealth here/add a stealth attachment to the armor. This character needs to get close to be effective and stealth is a great way to do that. Consider the combat side of the sense tree as well as force leap as a movement power, really useful for melee. Also at 275 xp your players may very well be FR 3 I think your nemesis should be at least FR 3 (150 xp is knight level) I would also definately give them a talisman of iron fists. Usually when a party defeats an inquistor level foe they gain a lightsaber the talisman is almost as good for a brawler.

An ISB officer of this calibur likely has been noticied by the inquisitors and is likely an apprentice or If you want to make him a newly minted inquisitor. An encrypted data pad with mission information could also be another prize on the her, one that they would lose by disintigration.

Ms. ISB has got to be built like a Mack Truck. She is terrifying!
