The Mission Briefing says that I should not discard the Elite Hired Guns Deployment card after its last figure is defeated.
Does that mean that I can still activate the group so that I have one more activation to use?

Technically yes, but I don't think that's the intent. Go with what you feel is fair. (If you're behind, exploit it, if the rebels are behind, don't.)
Just note that if you have exhausted the deployment card and by some mechanism the figures get redeployed, you can't activate them during that round...
