The City (side expansion) ideas

I was thinking of creating a home brew side expansion for The City one centered on the guilds and the city guard. Some of the stuff I was thinking of including in the set are:

1: A effect to close one shop at a time (centered on the city guard investigating a robbery or crime).

2: A effect that limits the amount of cards players can purchase in a turn (centered on the merchants guild).

3: A effect that allows a player to go through any discard pile or any deck and remove a card from the game (assassins guild)

4: A stealing object effect (based around the thieves guild) but I have not really thought that one out?

I was thinking of adding the old 2nd ed upgrade characters and allowing characters to become a important character in the city like: The head of the Merchant Guild, thieves guild, assassins guild and head of the city watch.

Any ideas or thoughts because at the mo I'm after ideas.

With the old 2nd edition, I created an event where the Anarchist's Guild had been blown up in the ultimate act of anarchy. It closed down the street for x amount of turns & the Guild for x + y amount of turns.

Sounds interesting do you have any link to it and the rules for it.
