Can I spend a surge to gain hidden even if i do no damage?

You can spend the surge for hide, but it won't do anything unless the target suffered damage from the attack.

Hide is a condition keyword. All condition keywords (both beneficial - focus, hide, and harmful - bleed, stun, weaken) need that the target suffered damage from the attack to grant the corresponding condition (focused, hidden, bleeding, stunned, weakened).

Note that if it says "become hidden" or "gain the hidden condition" instead of "hide" (see Davith's fell swoop) you can surge and gain the condition without doing any damage.
