Because: you can only use your man tool during the determine course step.

1. Only use your man tool at appropriate times.

2. Never whip your man tool out when you shouldn't.

3. Never play with your man tool off to the side while it is your opponents turn.

hmm i've always played that i could use it during setup, because the rule ref states that you don't even technically collect the manv. tool until step 7 in SETUP. meaning i'm free to use it until step 7 which i have to put it down next to the play area. once play starts THEN i can only use it when my ship "activates"

i was interpreting the FAQ ruling to be more specific to stopping people "during game play" from pre-measuring other ships of theirs or their opponent to gain advantage once play starts. That was happening a lot early on with Aramada

Thing is, this has existed in the past few sets of Tournament Regulations (Bold Emphasis Mine):

Custom “setup” templates designed to aid players in ship deployment are not allowed. Players can only use their range rulers to help them set up fleets during deployment.
