From the TFA Rules Reference is states that Focus tokens can be spend during attack or defense, doesn't mention if they can be spent at other times. Of course I guess if you have deadeye and ordnance, but that is spent in prep for an attack so...

You can spend a focus token to modify your dice during the Modify Attack dice and Modify Defense dice steps of the Combat phase, or any time a card ability requires you to spend a focus token, but there isn't a Modify step that occurs at the end of a round when you are required to roll for the Cloaking Device.

So I would say, no you can't spend a focus token to change the Cloaking Device roll.

You can't modify that roll. You roll it, and if you come up <eye>, your cloak is gone.
