I prefer to Focus for the basic reason is Target Locks cant help you in defense. If you are lucky and roll all hits, whilst your TL is wasted, A focus could be the difference between life and death.

Caveat to this is that I play predominately Imperials with low shields and high Agility. Imperials generally cant take a beating if their greens are bad.
