I don't see how they could be liars. Even if it was a single wave during original development, it was their decision to make to divide it in two, and once the decision was made it is wave 3 and wave 4, period.

My guess is that it was a form of insurance against delays. If production has been slowed due to issues with the factories used in China (as several people in the know have suggested), they might have decided to release them as two waves so that they could make sure they at least got wave 3 out in decent time. If it didn't prove to be the issue predicted, then that would explain their being released simultaneously.
