Does anyone know if this talent is currently available for any PC career specialization?

Nope, it's thus far an NPC only ability.

Which isn't uncommon, as a number of Adversaries have special abilities that aren't available to the PCs. A number of leader-type Rivals can spend a maneuver to grant a specific type of minion group either a free maneuver or a boost die to their next skill check, no skill check required. There's also a few Force user NPCs that have special Force abilities that are unique to them and unavailable to PCs.
