Do you have to spend Esege The K-Wing's focus tokens?

When another ship treats them as its own?

Or does the other ship just take the focus effect while he has a focus token?

If you treat a focus token as your own you're basically pretending that it's yours and when you use your focus token for its effect you have to spend it.

So to be clear other pilots are capable of spending Esege's focus.

This is why Esege is not very good. Recon Specialist is basically essential and even then it's not a particularly strong ability.

They treat the token as if it is assigned to their ship. Usually this just means that they can spend it in any manner they could normally spend a token of their own, but for instance Poe is able to treat Esege's token as his own, which means that if he's in range of Esege and Esege has a token and Poe doesn't, Poe can use his pilot ability, even though he doesn't have a token himself - because he has Esege's.

Edit: Oops just read Esege's ability and it says when attacking so I am thinking that throws Luke out of the equation.

Also the beauty of this pairing is if Poe is within Range 1-2 of Esege, Poe can use his ability during an attack, but it doesn't require the token to be spent. Which leaves it available for Esege later on, or even another friendly pilot within range.
