IIRC, both those effect "deal" damage, so yes.
Correct. Toughness will cancel damage from those tactics.
Good thing, you can over spend resources with Flames of Tzench to finish the kill.
Do note that if you played Blood for the Blood God, it would deal damage, and toughness would cancel damage. Then if you targeted the same unit with Flames of Tzench, it would deal damage and toughness would cancel damage AGAIN. This is because they are two separate sources.
