Siege.

Battlefield. Action: Spend X resources to deal X indirect damage to target opponent. X is the number of developments in this zone. (Players assign their own indirect damage.)

Based on the wording, there's a hard cap. You are FORCED to spend EXACTLY the number of developments in the zone, not up to the number in the zone. Makes this card not as useful as it would seem at first.

Do you think it is spend up to X resources where X is the number of developments?

Not taking on the question, just going to say indirect damage sucks. "Target opponent" in this case being the opposing player in a 2-player game, correct? Rock Lobber can hit a specific target, yet the master Elves can't?

Rock Lobber doesn't target. It forces the enemy to sacrifice a unit.

In the new battlepack, there are two cards that deal indirect damage based off of X developments. It is very powerful when played correctly.

You're thinking of Lobber Crew. Rock Lobber you sac a Unit to deal 2 damage to capital (zone).

Well the two new indirect damage cards have more damage output potential than Rock Lobber (=

I would rule that you have to spend X resources, X being the number of Developments in order to play that action. It doesn't say up to, just says spend X.

Ah. At least its not limited to once per turn. I suppose this is the limiting factor in it then.
