My group started the Hoth campaign 3 weeks ago. Obi-wan, Greedo and the Inquisitor got picked up yesterday. I'm relatively certain the agendas and Obi's mission cannot be added to the agenda or mission decks. However, the pack also came with tier upgrade weapons(1 tier 2 and 2 tier 3). Should these tier items be added to the respectful supply stacks mid-campaign?

They shouldn't as you build the decks at the start of the campaign (also the item decks). But you certainly can just add them if you want to and everyone on the table agrees.

This is the best advice.
When you start a campaign if you are a by the book player don't adjust anything when new packs release until the campaign completes.
If your group is flexible you can do something cool, like reveal the two side missions and then say "OR You guys are in such need of help you can try this Obi-wan mission". Or agree to let them have the Obi-mission if you can mix one of the agenda sets into your agenda deck, both are great fun.
I've had groups go both ways with this. One time netting them Leia in the middle of a Core campaign. She proved useful
We started the Hoth campaign and after the first 2 missions, they are fairly demoralized. It's not even been close. We agreed earlier in the week, before the new stuff was acquired, that I, as the Imperial player, was switching my class deck(forget the name but it's the core deck that adds strain with like every other card). I also gave them each 1 exp. The reason for these was the 1st side mission they did was the Bespin Jedi's. They got the Jedi to the safe on turn 5, of 6 turns. It really seemed to me that despite it only being a 2 threat mission, the rebels with virtually no upgrades after losing the opening Hoth mission, which ended with 1 dead Rebel and the last of the other 3 finally being wounded(ending the game) after getting the 4th terminal, just couldn't deal with even the base stuff I started with. Should you hold off on doing a hero mission until later in the campaign? Think they assumed that less threat for me was better for them.
I should mention that I'm not a tactical genius and the dice have been doing the usual RNG garbage both ways.

The first side mission always seems like a rebel loss to me. The side missions seem a bit hard because the designers seem to know granting a powerful reward (like most of the hero specific ones do) often can effect the whole campaign.
I like you idea of adding a XP to each hero for morale.
I have a house rule in my campaigns, when the Rebels lose they get to vote one one player to recieve a bonus 1 XP as the MVP of the mission. They do this without looking at upgrades so there's no negotiation like "I need one more for this awesome card", it makes the defeats feel less painful for one player and really helps balance the game. I'd give them a rebel boost and next side mission let them choose between the standard choices and a super bonus Obi-wan mission
I normally add non-prerquesite Deployment, Supply and Item cards of new expansions to running campaigns (ofc with consens)
