It's explained on the back page of the manual if I remember correctly. It indicates which type of items are most frequent at a location, and which type of things are guaranteed to be found.

Oh I think I know what your talking about, there are generally two of them in circles...some are black and some are white. A lot of those symbols are different items and such, the gun is your regular items, the star is unique itells, the person is the ally, clue token the clue...so on and so forth. Those tell of what you can expect out of those locations. For instance you can get health at the arkham asylum so the stamina symbol will show there. It more ore less shows you what you are able to get in that location. I hope that answers your question.

in addition, if the background color is black that means that there is a garunteed way to attain that item there (like the shops, asylum, etc), if the background color is white than it is only a chance.

but as a reward of an arkham encounter right?

yes, thats right, its the kind of item you are more likely to find in arkham encounters. Remember there are black ones, this means you have a guaranteed way of finding that item. Look at Church (Blessing), General store (common item), science building (clues), river docks (cash) etc.

Of course, do take note... most of the guaranteed encounters have a cost. Just be careful
