you can't even take the first action, because you're stressed, so definitely no.
(unless you have something that lets you take actions when stressed)
Maybe but unlikely.
Generally performing a Red Maneuver is going to give you a Stress token. Unless you have some way to get rid of that Stress token between your maneuver and your Perform Action step you will still be stressed when it is time to Perform Actions. Generally you may not perform ANY actions while you have Stress and when you can't perform an Action there would be no way for you to trigger PtL.
Free Actions do NOT get around the Stress restrictions.
Now the one case I know you COULD do this is if you started with Tycho unstressed and had him perform a Red Maneuver. His ability allows him to perform Actions while stressed so he could perform an action and trigger PtL allowing him to perform the action granted from PtL as well.
Chopper crew would also enable it at the cost of two damage.

You can easily answer this yourself by asking the right question, which is:
"Can you perform an action when you are stressed?"
If you are flying Tycho in an A-Wing I think you can since his pilot ability lets you do actions even when stressed. But I think it would give you a second stress token that would then require you to do two green maneuvers before you could do another red. And that assumes you don't PTL again in between. So I would think it would only be a good idea in very limited circumstances.

This is correct, as noted above. As long as Tycho isn't stressed beforehand, he can do a red move, then take an action, then PTL to take another. It would indeed give you another stress. With Tycho this would be an excellent idea, it's exactly what his pilot ability is there for.
The chances of Tycho not being stressed beforehand however are slim. Especially if you run him with PTL, Rage and Experimental Interface, gaining 4 stress every round he's able to take actions, and taking broadly the equivalent of ~5 actions per turn as a result (two normal actions and Rage which is roughly equivalent to two or three actions depending on what else happens.

LOL, somehow I totally skipped right over the mention of Tycho in the earlier reply. But based on that information I assume if you are flying Tycho you just don't care about any of the red maneuvers since you can't perform them while stressed and it works like flying the stressbot.

COrrect. Psycho Tycho don't need no k-turns.
You can also use Kanaan Jarrus crewman to clear your stress or transfer it to Yorr. Or use electronic baffle to clear it at the cost of damage. There are also pilots who can get rid of stress through their pilot ability such as Jek Porkins and "Hobbie" Klivian (although the latter can only do so with Targeting Astromech which means he has no way to equip PTL).
But as a general rule, no you can't perform any actions after red maneuver which means no PTL either.

Kanan could clear potentially stress and something else could grant you an action which then allows you to start the action chain.
There are a few way, but they are quite rare, so in general no.
