According to the rules, "if a ship acquires a new target lock, it must remove its previous target lock." He cannot chose to discard the new one.
It's being assigned though, not acquired. Does that make a difference?

If you don't want Manaroo's TL to go across to Dengar (I assume at the same time she's sending him a focus/focii), why are you even taking a TL action? Just focus and send those.
Because you must have the other token passed, the focus.

What Dr Zoidberg was saying was to not take the TL in the first place if you are planning on using the ability to pass the focus just do focus actions.
TLs can linger on for quite a while. At the time you acquired it, it could have been a good move. A couple of turns later... not so much.

R4 Astromech doesn't care what actions you've been taking. TLs just appear out of nowhere!
