You cant use it before an attack or defence. You have to roll the dice before deciding what/if to change on of them.
And its not used like Crack Shot at all.
Yes...lets take away all of the cool things that make other factions playable. While we're at it, please remove rebel regen astromechs please and thanks.
While there's a fairly strong case to be made that Palpatine is broken, I'm not sure how the comparison to Deadeye makes any sense, and your solution seems to clunky in any case.

Yaknow im glad when im attacking/defending i mod my dice after you. If they introduced Yoda as an inverse Palp that could literally counter him if the mod steps went in reverse lol

I'm 19-1 against Palp Aces. Why?
Because the first time I played against the list, I didn't kill the Lambda first. It took me one game to learn.
I know that there's some (purposeful?) disinformation out there, but ignore it. Kill the Lambda first.
Don't kill the lambda first if you have enough guaranteed damage to kill aces more easily

Even an actionless Soontir can evade damage because of 4 green dice (conner net is not an attack, does not take stealth) and palp backup. Severely less likely without his token stack but still much more likely than the space cow with its pitiful 1 defense.
