As a way to make upgrade discards not so overpowered, perhaps it is triggered on death like a REALLY big dead man's

Sure, the ability seems sh*tty cause it doesn't do much Ito mods, but the psychological effects of it could be huge and having an "antibiggs" on a 4 hull ship could be...big

But this seems legitimate - FFG did say "direct counter" to Triple Scouts in Wave IX, did they not?

That grammar seems atypical for an FFG card. I feel like if it was that sort of ability, it would read more like this:
"At the start of the Combat phase, you may choose one enemy ship at Range 1. If you do, choose and discard one of that ship's [missile] or [torpedo] Upgrade cards and any tokens assigned to that Upgrade card."
I seriously doubt that that's what it is. It's way too close to Boba Fett's ability, and I think it would be way too powerful. At least Boba has to hit AND deal a faceup card, AND you have to discard the card in order to use him.
I'm still stuck on the reward for being inside your enemy's firing arc that the article pointed out. As I said, we've only seen 2 of the (supposedly) 3 cards that provide some sort of reward for flying into an enemy's firing arc. Maybe it's something where if you're in an enemy arc and at Range 1, choose and discard one of their tokens.

I'm thinking there are number of ways this could go: Old Teroch is either discarding a token/card from an enemy ship OR giving a temporary buff to a friendly ship, which is discarded at the end of some subsequent round.
Thoughts?
At least the way you theorize it, I think that comma after "it" really screws with the wording that FFG usually uses (as I said in my last post). I'm not fully convinced the comma is there, either. The picture is just too unclear.
FFG lower-case T's are pretty swoopy. It may just be "it discard...."

That's where I'm leaning. Discarding a focus token would certainly put a damper on the scouts.
I infer that the card will read as follows:
At the WINTER OF YOUR DISCONTENT,
you mAY TARGET ANY ENEMY SHIP AT
Range 1-3. ROLL 7 ATTACK DICE. IF ONE HITS
it, discaRD THE TARGET SHIP'S PILOT CARD INTO A FIRE.
BUT THE WINTER OF MY DISCONTENT was _JUST_ MADE GLORIOUS SUMMER BY THIS SON OF VADER!
Bet you it discards focus tokens from an enemy ship within range 1. This makes him a PS7, poor man's Carnor.
PS8 is a big deal, after all.

As the one survivor of the so named squad, I would imagine he could take on the moniker "Old Teroch," right? Right.
After Teroch Squad, Fi moves onto Omega Squad (elite clone commando unit), where he's a bit of a badass but ultimately ends up in a coma. He recovers and moves to Mandalore and, wearing the armor of a deceased Mandolorian, takes up with some combination of mercenaries and Jedi.
Unfortunately, no where in these article does it mention his piloting ability. He is a charismatic prankster with a knack for martyrdom...
However! Other sources call Fi a sniper. That's relevant and would support the idea that he removes focus or evade tokens from an enemy ship - but it also makes you wonder if the range isn't further that range 1.

I'd be pumped if they included characters from the Karen Traviss books. I was kind of pissed off when The Clone Wars series went and wiped out most of the Mandolorian culture that she had built and how clones were adopting it as their own.
