There was Jahan Cross but he was more of a James Bond type (he was an agent with Imperial Intelligence). Also, although he grew up in the Clone Wars he wasn't an agent until long after the Clone Wars was completed (only a few years before the Battle of Yavin, and leading up to that time).
Also, there was no Empire during the Clone Wars, the wars ended with the death of the Separatist Council and the deactivation of the droid armies, all done by Darth Vader's hand. After the Separatists were officially ended, Palpatine officially created the Galactic Empire by appealing to the Senate and convincing them to allow him to take on the role of Emperor after the Jedi "rebelled" against the Republic. He tricked them into thinking that the Jedi had been behind the wars all along.
So there couldn't have been any Imperial agents during the Clone Wars...
Maybe you're thinking of Kallus from Rebels? I don't know much about him, since I haven't seen that show yet (I'm finishing The Clone Wars TV show first) but I do know he was with the ISB.

I am thinking of that republic or local security guy in Clone Wars who looked like Peter Lorre(if my mind hasn't just made that up after) who investigated(or covered up) the death of some ambassador or diplomat. Padme had to do the real investigation. He was a bad guy that I liked better than the good guys(not uncommon in CW)..

I don't know, when I think private detective, I revert to the roaring twenties of hard-boiled detective fiction. (My other love besides Star Wars...)

Now that you link to him I totally remember him too. He was creepy.
I think that was because of how patronizing he acted towards a young Senator Amidala.
Maybe that was meant to come across as "I don't like politicians", but to me it looked more like he really cared about ethics in gaming journalism.
