Just looking at the average lists, one has to wonder if these upgrades are ever used. If so, how good are they? Building my first list on warlords made me realize a lot of upgrades are rarely used and it's a bit concerning that so much stuff is left over.
Engineering expert, navigation officer,etc... are they ever used ?
Not so much right now...
But Slicer Tools starts to make them make more sense...
Since there are now ways to make the opponent change their plans, if their plan is basically "always doing the thing....." then they can continue to do it with that investment...

With Slicer tools against those types of upgrades, you want to switch their planned dial to something else. This way they are losing some effectiveness and have to change it.
My point is, it is insurance against Slicer Teams...
Which "works" even if you're paying 6 points for the Slicer Teams to look elsewhere for someone to Hack...
I honestly don't use those upgrades. I think that Dras is right that they offer some insurance against Slicer Tools, but that means that they need to bank up tokens early on. It also means that Tarkin and Garm might have a reason to come back.

I think that some forget the value of those upgrades. When you take them you have 3 commands to choose from. This means that you wont need to plan for that command, however you will have a secondary command (lets say navigate) which is important for you. If someone slicer tools that navigate into the engineering command that your Engineering Captain could normally give you, you are cutting away their choice.
What about switching it to a concentrate fire command instead? Now the player has to decide to change or not to. Now their secondary plan nay be gone and that can hurt them as well.
Yes the 6 point captains give you a guaranteed command no matter what, but you don't always want that. Not with Konstantine coming out. This also means that Navigation Captain who I though was the weakest will now come into stride I think.
Once wave 3 drops, Skilled First Officer or Nav Team is going to be in most every Demo build out there. If not, then Leia is going to be an auto include as well as a anti slicer tool for the entire fleet.

I use Wing Commander all the time. I would probably use Navigation Officer all the time too, if I owned any 'Home One' Expansions. I will occasionally use Engineering commands, and Concentrate Fire even less, but Nav and Squadron are my real go-tos.
I use wing commander sometimes so that I can sneak in engineering or navigate commands on rounds where my squadrons don't need to move. Haven't used any of the others though.
I tend to use Wing Commander on dedicated carriers so I can plot their moves like a battleship and still have the squadron command as a backup. It's not a sure thing but it happens frequently enough that I feel my squadron command is just not really that critical.
I can see the use in a Navigations Officer with the upcoming slicer tools shenanigans, but they're sorta meh-ish for me at the moment as navigation is probably my most common command. That said, I have used Mr. Fixit the Engineering guru on very high profile ships that I know I over-extend and tend to put in too much danger (an ISD flagship or MC80). Reason is simple, I play too aggressive with them and this allows me to keep up the pressure and reel it back in if they take a big hit, an unlucky crit that leaves them exposed, or an opponent suddenly shifts their fire to my pricey linchpin centrepiece. I just haven't seen a need to include a Tactical Officer yet.

I use Wing Commander slightly differently. I use it to turn my carrier into a dedicated tank/gunboat until i decide otherwise that i really need to use a squadron command to alpha strike something or bomb a ship in the sceneario i have slow rebel squadrons that are just escorting a ship
An argument could possibly be made for an Engineering Captain on an Interdoctor build, just to make sure one always has the ability to shunt shields around the fleet, but I suspect that Wulff Yularen is going to remain the go-to guy to stick in that spot
Defense Liaison is more likely to appear there. Skilled First Officer does this jobs as well.
I use Engineering Captain on my MC80 all the time. I put boosted comms and run max squadrons and only pop squadron commands. If I take damage then I swap the command and repair
when you run a lot of Squadrons I have found a Squadron command is almost always better then a Constraint Fire command. Nav on a MC80 does not really do a lot, at least not for my builds and I like the Idea of not having to worry about 1 of my ships and can focus on the rest of the battle
I think dras has it right, slicer tools will mean some ship with must have command needs will be deploying the 6 point upgrades. The obvious ones are carriers,you just can't loose those five fighter activations from an MC80 if you've got a fighter based fleet.

A fellow player in my group likes using navigation officers on his victories. Decent if not great, point a can always be spent somewhere else but makes them handle much better.
