Well, since the gods are against me, by having my stormtroopers and Darth Vader turn frosty white, after I sprayed them with matte varnish, what are some decent builds that would use Rebel troopers and Sabatouers? I like troop lists so far, as opposed to hero type lists, but I'm open to suggestions. Thanks!
Good Rebel starting squad?
At first glance, if I wanted to specifically do a trooper list for Rebels, it might look something like:
* Leia Organa (8)
Elite Rebel Troopers (9)
Elite Rebel Troopers (9)
Echo Base Troopers (6)
Echo Base Troopers (6)
* Rebel High Command (2)
I chose those groups of troopers specifically to get the best use out of two copies of Reinforcements. Leia is there to recycle Reinforcements with her Military Efficiency ability and to give extra attacks with Battlefield Leadership - and Elite Rebel Troopers will typically get their Aim bonus when Leia uses Battlefield Leadership. Finally, Rebel High Command is there to help get to command cards sooner.

Always start with Gideon and C-3PO.
Rebel High Command is great, too, but is no must have.
On a diplomatic Mission is perfect for Gideon, but no must have either.
Elite Rebel Saboteurs are one of the best units in the game. They become even better when they have Targeting Computers. Then they are the perfect target for Gideon's and 3PO's Focus.
Elite Echo Base Troopers are great, too.
Both Units are very versatile.
Elite Rebel Troopers need a lot of foresight, planning and positioning. Then they are great. If you aren't sure, that you can manage that, leave 'em out.
A Smuggler or two are always good for Terminals, Mission Objectives and Activation Count.
My currently used Rebel Squad:
Gideon + On a diplomatic Mission
C-3PO
Rebel High Command or Smuggler
2x Elite Rebel Saboteurs + Targeting Computers
2x Elite Echo Base Troopers
For special tricks, you could replace one unit with Leia. I don't do that anymore, but it's not bad.
For a lot of health, you could replace all units with Wookies.

By the way ... the matt effect in your varnish is simple addition of a little bit of White pigments. It's always a good idea to shake well and to test the spray before use.

Firstly, whenever you're going to lay down some spraying, whether it's primers or varnishes, you really need a dry climate. A humid summer afternoon will surely frost your models.
I don't know how much experience you've had from that hobby perspective, but the weather is an important factor.
Secondly, I'd suggest using Testors as your spray of choice;

I've had a 100% success rate with this can over the years and I've never looked back. GW and others have had that random frosting, but given my streak with Testors, it's not worth the risk switching to anything else at this point. I fully endorse it, for what its worth.
Now, that's all good and great, but it doesn't solve your problem of having your miniatures being wrecked. The owner of my local FLGS gave me this advice, based on his own experiences;
Get a gloss spray varnish and give the models a couple of light coats. When it's all dry, go back over it again with a matte spray, ideally using Testors (don't get burned again by whatever you're using currently) in a dry environment. That won't totally undo the frosting, but it should scale it back significantly.
It's either that or you rebase the models to be in a Hoth-like setting
As far as starting Rebels goes, as has been mentioned, Gideon is your jam. C-3P0 or not, depending on points, same with Diplomatic Mission, but Gideon is really the backbone. You can fill in the remaining points with Luke and some Elite Sabs, go Leia and Troopers, or take Gideon and C-3P0 and splash them into Mercenaries.
