Arc170 Alliance Overhaul question

I don't understand why this zero point cost upgrade is included.

Surely every Arc170 will use this upgrade. Why is its benefits not made standard for the model?

Are there universal title cards that can be used on deferent ships?

I can only presume that they couldn't include the Arc170 Alliance Overhaul unique ability on the card or am I missing something.

It's because they always wanted the ARC to have a primary weapon value of 3 out the front; but only 2 out the back. As the rules stand, if they gave it a printed value of 3, that would apply to the rear arc as well. So to prevent that from happening, they made it a printed value of 2 and the free title upgrade to increase the front to 3.

EDIT: Furthermore, doing it as a title opens up the possibility of a later title which could have a different effect. Imagine something akin to the exact opposite of 'Alliance Overhaul', which is partly designed to show how ARCs are now rare. Call it 'Republic Navy Fighter' or similar: "Equip this title to turn any ARC-170 unique pilot into a generic PS 4 ship. Add an EPT slot the upgrade bar."

Doing the upgrade as a title leaves you with some flexibility in the design space.
