The EU has been largely discarded.
There may not be
a
rebel
alliance
, but there are almost certainly insurrections across the breadth of the Empire. No need for a massive Imperial Navy, Army, Stormtrooper Corps, and massive, planet-smashing battle stations if there aren't any rebels - and the construction of the Death Star began long before 1BBY.
I imagine the first rebels were diehard Seppies. And these Seppies were rapidly joined by those closest to the Jedi (like Kashyyyk) - although any alliances would have been transitory, at first, the product of shared objectives: Like the Seppies want to hit an Imperial convoy carrying weapons... and wookiee slaves. Certain members of certain species would have also gone to war with agents of the Empire - Togruta and Twi'leks fighting back against Zyggerians, for instance. Plus various criminal enterprises that would be effectively at war with anybody trying to rule the galaxy.
And the entire time, you have Imperial Senators like Bail Organa and Mon Mothma, plus Jedi who survived Order 66 and grey Jedi like Ahsoka, Yoda, Obi-Wan, and Kanan.
So there were pretty definitely rebels fighting the Empire 10 BBY - although I imagine that they would be hard-pressed to gather as many fighters and freighters in one location as detailed in the OP for anything more than a single op (maybe hitting a well-guarded Imperial convoy or liberating captured Jedi from Citadel Station).

However, according to the EU, there was a resistance that started when the Republic changed into the Empire, but it was quickly snuffed out. Ten years before the events of ANH, there was no rebellion.

Don't get me wrong, I love most of the new canon, I also like the EU, they are like alternate realities. There probably were MANY small uprisings in the 16-17 years between the end of the initial resistance and the beginning of the Galactic Civil War.
