My buddy and I played a match and it came down to two pilots with the same pilot skill. He shoots first and kills me. I shoot him back do to the simultaneous attack rule and kill him. Who wins? Is it a draw?

Under the current rules, it would be considered a draw. If you were playing in the elimination bracket of a tournament (where you have to get a winner) then the player with initiative would win.

It's a draw. There is that case where a winner is REQUIRED and then it goes to the person with initiative (who shot first).

Apparently the idea that a tie/draw could actually happen is so appalling that FFG is going to do something to make it impossible in the near future. Not sure what but I'd have to guess the "winner" will be last ship standing without any special rules keeping it alive.
