Does Airen get to give 2 free actions with cluster missiles?

Per the latest FAQ, no. Just one.

In the new Attack Timing on page 6 of FAQ v4.2.1 all "after attack" and "after defending" abilities do not trigger until after the second attack of a secondary weapon that says "Perform this attack twice"
