How do I beat Rexler Brath with PS10 and a Tractor Beam?

What are you flying against it and what else is flying with Rexlar?
A Decimator or a VCX-100 will make the tractor beam a waste of a slot and title. Rexlar's ability is more likely to come into play though with 0 agility ships on the table.
Also, I didn't think I'd ever see the day that people were worried about handling Rexlar.

Also blocking him a lot... and feedback array swarms if you can't get him in arc, though he is a defender, he should be more predictable than an interceptor.

If he uses the Tractor Beam, he won't have much green dice modification, so just shoot at him. Actually B-Wings might work here, since they care little about his ability and have enough health that they will not die in one shot, usually. Depends on what else Rexler has as backup, of course.
Be at PS 11... Or at least PS 10 with the initiative.

Barring that, Rexlar used his EPT on VI, meaning he still only gets one action per turn. This means he has two attacks and potentially an evade roll, but only one token to spend. You should be able to focus fire on him and burn him down.

I will add that it'd be really useful to know what else is coming with Rexlar.
In order to use his ability he needs to spend a focus, which could mean two unmodified attacks from him, or that he won't be using his ability much, however if there's other ships there to buff him (a fleet/systems officer, palpatine, etc.) then he becomes more dangerous - but you are presented with something you can remove from the board to weaken him.
Mostly though it's the same thing I recommend for nearly every opponent, whether it's Soontir Fel or chopper: Point as many of your guns at him at once as is humanly possible.
If needs be, throw one of your lower PS ships in his way for him to bump (He's a TIE defender, they can be fairly predictable).
You roll red dice, and modify them wherever possible.
Flechette Torpedoes? I know, I know, stress doesn't do a whole bunch to defenders, but you'll earn cool points for using a canonical strategy to fight them (see Luke Skywalker and the Shadow's of Mindoor). I mean, TIE defenders are the whole reason Flechette Torpedoes were invented in-universe!

He's likely only modifying one of those attacks, so you'll likely only have to modify one of your defense rolls.

Ion the bugger. Slow that speedy bastard down to a crawl. PS10 doesn't matter a whole lot if you know where he's headed.

To answer the question, though, I'd agree that knowing what kind of squad you're bringing would be helpful.
Basic ideas, though:
More ships care less about one tractor beam and can block so the both of Rex's shots are less accurate. If the tractor beam is giving you problems because it's landing you on rocks, bring debris. Aces with focus evade and three agility are going to shrug off that tractor beam. High health ships (even small base) are going to care a lot less about the TB even though their lower agility can't usually avoid it. Then there's going more heavily offensively as Brath with that setup can take some hits but with one token for defense or offense he'll have tough choices.
I think it is safe to say that all is lost... Abandon all hope Ye who enter... Rexlar is over powered...
Let's get that out of your systems officer.
Poe is the natural prey of the the ion/tractor beam Defender. Most rebel aces are in a black hole when they see defenders with ion/tractor. Same for most 2 agility dice ships. Build your squad to drop a defender first round of combat, then build from there. You will have specific goal in your build and play that will help you sharpen up those fundamentals.
Shooting him would help
He's not even an x7, so unless his greens are hot he's not actually that difficult to take out and he can't arcdodge you like palp ace de jour can
Honestly, having bare minimum mods and a crappy pilot ability means you can literally beat him just by getting a little bit lucky. TieD Rex is NOT a reliable ship; be thankful it's not TieD Vess
For tbeams specifically, set up obstacles at the range 2 limit so you have enough room to fly in and not get beamed onto a rock
