The Rule Reference book indicates that during Step 5 of game setup:
5. Prepare Action Decks: Each player takes all of his action
cards that have a recruit icon and shuffles them to create his
action deck. He places the deck facedown next to his faction
sheet on the side labeled “Action Deck.”
This has me curious - when are the four or so action cards without a recruit icon used?

Oh, for some reason I had read the setup rules as meaning you draw the two cards from the action deck. Do the remaining non-recruit action cards get removed from the game after you draw two then?
