So I was wondering about the long range scanners on a TIE Punisher. If it also has fire control system and it attacks an enemy at range 1-2, can it get the target lock for fire control system or not?

The card says "You cannot acquire target locks on ships at Range 1-2."

That means nothing will let you acquire a TL on a ship at range 1-2. In X-Wing the word Cannot trumps everything, so if something says cannot you can never do what it prevents.

You could be "assigned" a TL from another ship (Col. Jendon Lambda Shuttle for example) though. Assign is different from Acquire. But, as VanorDM says, the Punisher could never acquire one by itself at range 1-2.
