Whiphid Tusks and Brawl Weapons rule clarification

So, I have a question that I'm hoping to get Clarification on.

The Whiphid Racial Ability Tusks: Says when a "Whiphid makes a Brawl Check to deal damage..." he does +damage and has Weapons Stats.

So... here's my question... I feel this can be interpreted in one of two ways.

The first way makes more logical sense, and that is that the Tusks are treated as a Brawl weapon that has the stats. However...

thats not actually what the rule says.

The Second way is more akin to RAW, which states that he increases his damage, and then applies Weapon Characteristics to the Attack. Now since these are Weapon Characteristics, you would then compare them to a Brawl Weapon's Characteristics and take the better of the two --- which is generally how Weapon Characteristic stacking works elsewhere.

Thoughts?

I think RAI is that these are a Natural weapon, its an alternative to Unarmed Brawl checks, its a "weapon" that cant be removed. I don't think its intended to be a modifier to other Brawl weapons since it has a Critical rating, if it was a modifier it would more likely say "-1 from Crit rating of weapon being used". If you look at the way that Lightsaber crystals are worded, or attachments are worded its different to this.

Now what i do think it allows for is to use the Two Weapon Combat rules to hit a second time with your tusks after hitting with your primary weapon. Or to have both hands in use but still be able to make a Brawl combat check.

Personally Like all of these , when a character fights unarmed he is narratively using any part of his body for the strike some races get additional damage to this because they have natural advantage on extra dmg like claws /tusks etc, this still means narratively they are fighting unarmed using whatever parts of their body is available to use at the time. Can they use the two weapon rule, absolutely, upgrade the check and the whiphid is still doing dmg+2 with both strikes assuming they roll 2 advantage with the upgraded check.

Given that combat rounds are more than just a few seconds in this system, it's easy to rationalize it as the Whiphid (or Trandoshan or any other species with natural weapons) is making a series of attacks, combining various punches and kicks with bites/claws, much like how a PC using a blaster isn't firing a single shot, but instead is firing multiple shots, which the system simplifies by simply having a single damage value when the attack roll succeeds instead of several.

To use a prime example from across the films, lightsaber battles often show the combatants making multiple attacks at one another in the course of a minute or two, but in this system said exchange would consist of a single Lightsaber combat check from each combatant.

So nothing saying your Whiphid isn't mixing in a few jabs with his brass knuckles while trying to gore the target with his tusks.

It is printed in a different format to normal weapons too, but KtP has a few odd layout choices. IDK it could go either way.
