It is my understanding, as limited as that may be, that in order to dodge a blast attack, one has to have the ability to move (as a half-action-move) to a location outside the blast radius. In other words, if the blast radius includes the character, that character must have a move that will allow him to get outside of the blast radius. Otherwise, any dodge attempts automatically fail.

Yup. You roll dodge as normal, but auto-fail if you are more than (Ag bonus) metres from the edge of the explosion.

In such a situation I guess your best bet would be to dodge behind some form of cover (Ag bonus) meters away, the dodge attempt will still auto-fail but at least you can get some extra AP to try and absorb the blast.
