Yes, you're right, you can't equip LRS on an Attack Shuttle.
However, even if you could, it wouldn't give you access to the Target Lock action. It would affect the range at which you're allowed to acquire a Target Lock when some other effect caused you to acquire a Target Lock ("Dutch" Vander seems like the most likely candidate).
