Just noticed something intersting from the FAQ:

Return of the Jedi works with ANY imperial attachment ring on Luke (Jedi). So when a turned Luke (with Lure of the Dark Side) and the Emperor or Vader is present after a rebel victory, Luke kills the other!

Very thematic! I drink a beer to the first imperial player who falls into that trap...

When the Rebels win a combat, Luke in carbonite gets rescued. Half blind he stumbles through the prison floors and by accident pushes Vader/the Emperor into the open mouth of the Mighty Sarlac...

Luke just isn't involved...much like in the movie when he's captured. He isn't the one to kill Palpatine, he was about to die.

Luke is captured, but his presence there is central to the story. The rebels attack this location to free Luke. They catch Vader and dispatch him in battle. Or due to the attack, the bunker they are in collapses and Palpatine is crushed. Or someone backs up a little too far when checking to see if a painting was level and falls into a giant pit. Or Vader's desire to preserve his son (frozen in carbonite) makes him take a risky chance on recovering his slab of carbonite from the detention area before the rebels make it to that area of the base. In doing so, he was cut off from his retreating troops and caught in a crossfire.

The emperor stand gloating in front of Luke's frozen form. Then suddenly his ship is jolted about from the assaulting Rebel ships. Luke's frozen carbonite form is tipped over and crushes the emperor before he can get away.

This is the best explanation in my opinion :-P
