Which is the order within the location phase?

Some location's effect text is written in the following form "at the end of the location phase ...". In case that the location has been explored, do such location effect take place before the heroes have the chance to travel?

I think the order is as follows:

  1. "Start of location phase" effects occur.
  2. If the location is fully explored then the heroes may decide to travel.
  3. If travelling occurs, non-nemesis enemies in the shadows are discarded then new enemies are spawned according to the new location card.
  4. "End of location phase" effects occur.

So in a turn when the heroes travel, only "start of location phase" effects of the old location occur and only "end of location phase" effects of the new location occur.

I can't remember where this is stated (if anywhere) but I believe it is correct.

That is the official answer from the game developer Dane Beltrami

If you travel FROM a location that has an ‘at the end of the location phase’ effect, it is discarded before it can be resolved. However, if you travel TO a location that has an ‘at the end of the location phase’ effect, it is resolved at the end of the location phase, even if you just traveled there. Hope this clears things up.
