It's not clear from the wording of the effect (given that there is only one trigger). In fact I would go with the interpretation that it is second player effect (as it is his objective) that will make everyone (starting with first player) to choose ships once triggered.

Pertinent Rules portions:
Setup:
After deploying fleets, each player chooses 1 of his ships to be an objective ship, starting with the first player.
After deploying fleets, you may move each obstacle at distance 1-3 of that token to with distance 2 of that obstacle's current location. Obstacles cannot overlap tokens, obstacles, or ships."
During the “Choose Objective” step of setup, the first player looks at his opponent’s objective cards and chooses one of those cards. The chosen card becomes the objective for the game ;
• If two or more of a player’s effects have the same timing, that player can resolve those effects in any order.
• If both players have effects with the same timing, the first player resolves all of his effects with that timing first.
I believe:
If the Grav Shift Reroute is owned by the
first
player:
They may Choose their objective ship, or move the Obstacles... Their choice first. Once
both
are done, the second Player chooses their Objective Ship.

They may choose their Objective Ship, or Move the Obstacles, but that will happen
after
the First Player has Chosen an Objective Ship...
The 'interrupt', for lack of a better term, is provided because you have to account for
all
of your effects...
Additionally, the Objective is not a second player effect, even though it comes from their choices... because once it is chosen, it becomes part of the game's effect... The rules provided show the subsequent effects generated by that objective...
