What do you do about NPCs that aren't listed in the Adversary sections?

So, I was wondering what yall did when faced with supplying stats for NPCs that aren't something to fall into a pre-written Adversary listing? I know, books like Lords of Nal Hutta have some listed adversaries tied to planets and the like, but that's not what I'm looking for.

The best way to get my question across I believe would be to provide an example.

Your players are going to sabotage a mining facility to cripple the production so that the Empire has one less resources to count on on planet X. The facility has x amount of miners, a security team, a maintenance team, and a medical team for example, all beneath a Miner Foreman. The security team, maintenance, and medical teams have adversaries like reskinning Corp Security Officers or Physicians, however, what about the miners? Do you just throw some stats together, and just move on incase the group decides to attack some miners for example, or?

I figure that's the right way to go, but I'm a bit of a nerd and like to use the adversaries (reskinned, or otherwise) as a baseline so I don't feel like I'm overwhelming or underwhelming NPCs. I'll of course edit them a bit to fit certain things, like maybe riot gear is a bit much for this mining facility and instead it's a cloth uniform with the same stats of Heavy Clothing. Minion NPCs aren't too hard, but what about the Miner Foreman? I mean, this has gotta be an experienced person, and probably knows his way around fist fight at the least, but what would you stat 'em like?

This isn't about this specific thing, but for the unaccounted for NPC types like Miners for example. Just want to get some perspective on what yall do.

Find something that can work by rebranding it, or write up new ones.

Id just pick a baseline race and tack on an approriate Skill group or two and call it done.

I look through the adversaries first to see if there is something there I can use. I have been going through every book and compiling all the stats of all the adversaries everywhere into a giant spreadsheet. (There are basic miner stats, actually, in the Edge of the Empire GM screen adventure "Debts To Pay," and Mustafarian Miner stats in the FnD core book.) If there isn't, I put together something myself.

Do as 2P51 said, or choose appropriate power level of NPC, then choose existing adversary with that power level and reskin it.

Or, ask here. As RLogue177 said, in case of your example, miner stats are found in GM screen kit adventure.

You should check out OggDude's character builder. His GM Tools has a nice little NPC builder.

if I have time I will just write my own up. If not then try to find something from one of the adversary decks, or a pre-made from one of the game products.

Also, the Adversary cards can be very useful for this sort of thing.

I almost never use pre-statted bad guys for this or any other system.
