Sorry if I've somehow missed it, but are there any restrictions on shooting unlocked (but still closed) doors in skirmish to get surges like focus or interrogate?

Not that I know of so I have been playing with shoot for surge as well as causing damage through blast for enemies on the other side.
If the rules say a door has health, you can attack it, regardless of whether it is locked or not.

Even if you can shoot doors you can't blast the other side. Blast deals damage to figures adjacent to the targeted space. When you target a door you target a space on your side of the door. Doors block adjacency. Therefore if you blast it will only ever hit the side of the door that you are hitting from. Which can still be an effective tactic, but not to hit figures on the other side of the door.

No, you can't. See above.
Yes, you can. If the door is destroyed and removed during step 7 of the attack, Blast is performed after the attack resolves and the door is no longer there to block adjacency.
The same applies to Cleave.
I believe there's only one mission currently where you can shoot unlocked doors.
And that's Fallout.
And only because of poor wording on the mission card. It wasn't intended that way. I expect it to be fixed in an FAQ
As for focuses and interrogate.... yes you can.
