I want to know something, if during a mission, the mission text is :

' If a hero is incapacited, he receive only 1 action and that action is only for a move action '

Does that mean he can't interact with mission token or terminals ?

That is correct. All he can do is limp back to the shuttle, hangar, balcony, etc.

The incapacitated figure can only perform the Move action and spend movement points (as specified by the mission rules). The incapacitated figure cannot suffer strain for movement points or use any abilities, be affected by any abilities, and other figures cannot benefit of any of his abilities. (For example Device tokens and Recon tokens stop working if Saska and Loku, respectively, are incapacitated.)

The figure cannot suffer damage (damage) or be targeted or affected
by attacks, abilities, or any game effect except as specified by
the mission's rules.

movement in the incapacitated figure's space.
