It's probably a little higher than that since Tel can be clearing up to 5 (6 with Hull Upgrade) crits when his ability triggers. It's probably really dependent on what percentage of damage that gets through from your opponents are likely to be crits.

Not sure I follo wthat logic. Tel has a small chance of losing a shot if he takes a specific crit before his ability triggers (AND if his ability triggers in a specific timing window - namely after PS7s have shot but before tel shoots at PS0). On the other hand, he's still alive (unless he gets shot up by more enemies, in which case he's still soaking more attacks) to fire the next round. A contracted scout in the same situation is just...dead. So it doesn't get to shoot anyway.

Much lower. You've got to factor in the chance of a crit, number of dice thrown throughout the game, then have a ship with lower PS than his natural 7 kill him the first time to make this happen. It's not as if you play 33 games, that this should happen twice.
